The existing legal solutions and practice of exercising the voting right of Diaspora have shown some serious deficiencies. The model of Diaspora voting in diplomatic consulates proved to be insufficiently practical for full exercise of the voting right of voters who live abroad. The best indicator of this fact is low turnout of Diaspora voters in at the previous elections. The idea of this project is to set several potential models, based on the existing experience both of our and other countries, for Diaspora voting, which can be adopted and implemented in the future period. There are some ideas which models can be used. However, each of them requires the existence of certain capacities of different state bodies for organizing and processing Diaspora voting successfully. For that reason, this project will also deal with the analysis of the authorities and capacities of various institutions that will be involved in different voting models.

The purpose of the project is to establish prerequisites for more efficient exercise of the voting right of Diaspora, through setting models and suggestions for more efficient participation of Diaspora in elections and through raising capacities of state administration for administering Diaspora voting.

• Voters in Diaspora
• Employees with the state administration who, following the suggested models, take part in administering Diaspora voting

• Forming a working group for designing models of voting and for raising the capacities of state administration for administering Diaspora voting
